Kabul Requests India To Launch Exclusive Satellite For [email protected] The [email protected] government has requested India to launch a special satellite exclusively for its use, three months after India launched the South Asian Satellite. A MoU would be signed soon to let [email protected] benefit from South Asia Satellite. Two of the 12 transponders will be provided to [email protected] and the satellite will be used in areas of telecommunications, television services, agriculture, mines and other sectors. A special satellite station in Kabul is also under construction. India is finally taking forward the negotiations with Russia on stalled mega projects to jointly develop a futuristic fifth-generation fighter aircraft (FGFA) as well as upgrade its existing Sukhoi-30MKI jets into 'Super Sukhois' with advanced avionics and weapons. ​Here's a low-down to the action plan that India has prepared to bolster its air defence system - MiG-29s and Mirage-2000s are being upgraded :: 63 MiG-29s and 51 Mirage-2000s are being upgraded with better avionics and weapons. It involves a total cost of Rs 23,000 crore. 120 Tejas aircraft to be inducted :: India plans to induct 120 Tejas aircraft by 2026 for which the total cost is estimated around Rs 55,000 crore. Currently, 2 jets have been inducted and it is expected that first full squadron will be ready by 2018. 36 Rafale jets to be inducted :: 36 Rafale jets will be directly inducted from France from 2019 onwards. They will be upgraded to 'Super Sukhois' in 2017. For this, total cost is pegged at Rs 55,717 crore. DCNS had also proposed to set up a 100% Indian subsidiary to manufacture AIP but it failed to impress Indian authorities because of similar AIP technologies being developed by DRDO. AIP is vital equipment for modern submarines that enhance their survivability under water. It uses limited amounts of stored liquid gas which ultimately is used to charge the battery of the submarines. Due to this, submarines can remain under water for longer periods of time. The phase II works of Seabird naval base project will commence next year and is expected to be completed by 2022, said Rear Admiral R K Nadkarni, Flag Officer Commanding, Karnataka Naval Area. He told this to reporters on the sidelines of his visit to INS Makara, a survey vessel anchored at the naval base here on Friday. The Centre has given its approval for the phase II. The implementation of the proposed project will create more jobs for the locals and augment infrastructure in Karwar and surrounding areas, the rear admiral said. Under the proposed expansion plans, a 3,000 feet long runway will be built. If the Centre and the State send request to the Indian Navy seeking to utilise the runway for civil aviation aircraft, the runway length will be increase to 6,000 feet, the naval officer said. Once the works on phase II is completed, the Seabird Naval Base will join a league of largest naval bases in the world, he said adding that post completion as many as 30 warships can be anchored at the base and it would have a hanger to hold as many military aircraft. For the Navy, both the anti-ship and land-attack variants have been developed and deployed. The Indian Air Force has deployed the land-attack version of the system. The modified air launched version of Brahmos is undergoing test and trials with the Indian Air Force and soon will be deployed operationally. Newer Variants Under Development :: The newer variants of the weapon would be Brahmos-NG, a smaller and smarter version of existing Brahmos for the air launch platform exclusively for Indian Air Force. Brahmos-II (K) is also under development stage, which would be a hypersonic mi$$ile with a top speed of mach 5-7. Brahmos Aerospace is also developing an advanced ‘Block-IV’ configuration for the army which will have a 90-degree steep dive attack capability and such kind mi$$ile could also be used as a “carrier k!ller” weapon, if need be. Export of Brahmos System to Other Friendly Nations :: The inter-governmental agreement (IGA) that was signed between India and Russia in February 1998 made provision for exporting Brahmos to third countries which are friendly to both the partnering nations. HAL HF-24 Marut The Hindustan Aeronautics HF-24 Marut was an Indian fighter-bomber aircraft of the 1960s. It was India's first jet aircraft, took first flight on 17 June 1961. The Marut was designed by the German aircraft designer Kurt Tank and Indian engineers from Hindustan Aircraft Limited at Bangalore. A total of 147 aircraft were built, including 18 two-seat trainers. Each NGC will be outfitted with a multi-function surveillance and threat alert radar for early warning and target acquisition. The NGC will also be fitted with a surface-to-air missile system and a close-in weapon system (CIWS) for anti-missile defense. Its defensive systems should be able to defeat sea-skimming missiles flying three to five meters above sea level at speeds up to Mach 3 (3,700 km/h). For anti-submarine warfare, NGC will be equipped with active towed array sonar and two lightweight torpedo launchers. NGC should have a range of not less than 7,400 kilometers (4,000 nautical miles) and a speed of 50 km/h (27 knots). It will be a 120 meter-long, single hull warship with low radar, acoustic, magnetic, visual and infrared signatures. These corvettes will have a crew of some 150 officers and men. Warship construction at Indian naval shipyards is going on non-stop where some 50 warships are being built. The intensified pace is also due to the Make in India campaign that fosters “indigenization, or the domestic construction of warships and the use of equipment and weapons made in India as far as is possible. The new Next Generation Corvettes are expected to be further examples of indigenization. The navy’s newest corvettes, the Kamorta-class or Project 28, are anti-submarine warfare corvettes built to hunt down and destroy submarines, including nuclear submarines of the type operated by China. Defence Minister Manohar Parrikar has stated in the past that the Rafale, a medium-weight jet, is not a replacement for MiG-21s and another aircraft would be selected to replace the latter. He has also said these would be built in partnership with the private sector. An indigenous artillery gun, Advanced Towed Artillery Gun System (ATAGS), being jointly developed by the Defence Research and Development Organisation (DRDO) and the private sector has set a new world record in range by hitting targets at a distance of 48 km. “During trial firings at Pokhran ranges last week, ATAGS registered the longest ever distance of 48.074 kms, surpassing the maximum ranges of 35-40 kms fired by any artillery gun system in this category,” an industry source told The Hindu. ATAGS is a 155mm, 52 calibre towed artillery gun being developed in mission mode by DRDO as a part of the Army’s artillery modernisation programme. The record was achieved with special ammunition, “high explosive – base bleed” (HE – BB) by the ATAGS variant developed by Kalyani Group. The development is being done through a consortium based model, similar to that adopted for the Pinaka multi-barrel rocket launch system. It was designed by DRDO’s Armament Research and Development Establishment (ARDE) in Pune. In addition, Bharat Forge Limited of Kalyani Group, Tata Power Strategic Engineering Division and Mahindra Defence Naval System from the private sector are involved in a big way along with the Ordnance Factory Board (OFB). For instance, the barrel and breech mechanism, on both variants of ATAGS, was developed at Kalyani Group. Summer trials are currently underway and the next round of trials are likely to held in Sikkim in December. “The trials are progressing well. Additional prototypes are being made to speed trials,” one official said. The gun has several significant features including an all-electric drive, high mobility, quick deployability, auxiliary power mode, advanced communication system, automated command and control system. It has a six round magazine instead of a standard three round magazine. Also, the gun weighs slightly more than normal due to the larger chamber. The Army has not inducted any new artillery gun since the Bofors in the 1980’s. After decades of failed attempts, the service is gearing up to induct the Dhanush artillery gun which is an indigenously upgraded variant of the Bofors gun. HAL said there is already considerable interest for the aircraft that will undertake its first flight in March. "We have had good interest for the aircraft. BAE, which manufactures the plane and has exported it across the world, believes that the Advanced Hawk will be in demand with several air forces that are acquiring advanced fighter jets. The company estimates that there is a requirement of over such 300 trainers worldwide that will be targeted with the new product. The aircraft is also being showcased as a force multiplier for any air force due to its ability to carry a range of weapons and a laser designation pod. "The Advanced Hawk can carry a payload of 3,000 kg mounted across seven stations. It is ready to play the role as a force multiplier in combat operations," said Dave Corfield who heads Hawk India. While the aircraft is expected to generate interest at the air show, the programme will be taken forward after feedback from the potential customers, officials said. A commercial case is yet to be drawn but the broad plan is to have an equal partnership between HAL and BAE for the export market. The two companies have till now contributed internal resources to build two prototypes of the aircraft. The Hawk has been a success story in India with 123 aircraft flying with the air force and Navy. HAL, which builds the aircraft under license, is rolling out its 100th Hawk this month. The one developed by NSTL's scientists can perform tasks at a depth of around 300 to 500 m under the sea, relatively noiselessly and without being detected by enemy vessels. It weighs around 1.7 tonnes and can carry around 500 kg of pay load. NSTL also has plans to develop the advanced version of these UAVs in a larger size and 10 to 12 tonnes in weight. According to NSTL sources, the current one is 4 m in length and 1.4 m in width and can move at a speed of about 7 km per hour. "The AUVs will enhance the underwater surveying capabilities of the Indian Navy. These vehicles can detect enemy ships and submarines," said an Indian Navy official. NSTL, which has added facilities, such as sea keeping and a maneuvering basin, also worked on enhancing sea keeping capabilities of ships, like reducing various signatures released by the naval ships to prevent them from being detected by enemies while moving. The Galil sniper fires up to 1,000 meters, targeting small, mobile or concealed objectives. Punj Lloyd has set its eye on the Indian Army’s plan to purchase 185,000 assault rifles with telescopic sights in future. However, the company expects the joint venture to make it big in all the procurement plans of armed forces related to small arms. “It is basically for Make in India program. Right now we are not targeting just one product line here. "There is a limit till which France can really come down to," a defense source said, adding that the deal is finally set to be inked. Defense Minister Manohar Parrikar has made it clear that he will bargain for discount to get the best deal for the aircraft which will come as a boost to the depleting strength of the Indian Air Force. The deal will be signed once the file moves from the Defense Ministry to the Finance and then to the Cabinet Committee on Security. The deal is unlikely to face bureaucratic delay as the government is keen on getting the fighter jets for Indian Air Force. The deal comes with the clause of delivering 50 per cent offsets, creating business worth at least 3 billion Euros for smaller Indian companies and creating thousands of new jobs in India through the offsets. The toughest phase in the negotiations that began in July 2015 - three months after Prime Minister Modi announced in Paris India's plan to purchase 36 Rafale jets - was to get France to agree to 50 per cent offsets in the deal. Initially, Dassault Aviation, the maker of the combat planes, was willing to agree to reinvest only 30 per cent of the value of its contract in Indian entities to meet the offset obligations. The French side finally agreed to invest 50 per cent of the value following a phone conversation between Modi and French President Francois Hollande late last year. France has offered to help India revive the unsuccessful Kaveri engine project for indigenous Tejas aircraft and in a host of other high-end collaboration as part of the offsets in the deal. The French side has made a 30 per cent offset commitment for military aerospace research and development programmes and the rest 20 per cent for making components of Rafales here. The MiG-41 would be a completely separate development from Russia’s fifth-generation Sukhoi T-50 PAK-FA air superiority fighter. The potential new interceptor would be more of a so-called sixth-generation effort similar in concept to the U.S. Air Force’s Penetrating Counter Air or the U.S. Navy’s F/A-XX or Next Generation Air Dominance programs. “As I understand, the MiG-41 is a kind of a futuristic project which is still on the stage of conceptual design,” Kashin said. “I think that it is something like a 5++ or 6th Gen project. So, we probably should consider it as having the same status as the American, Chinese and European 6th Gen projects—something futuristic, which, at best will be deployed by 2035-40.” Because the MiG-41 would be developed well after work on the PAK-FA is complete, the new interceptor would not compete for resources with Sukhoi’s program. “I think there is no conflict, because even if it ever reaches the test flying stage, it can be no earlier than some time around the mid-2020s,” Kashin said. Others expressed skepticism as to whether Russia has the resources to develop such an aircraft. “I think it’s still very much a paper project under the slogan ‘if we draw it, then maybe we’ll get money for it,’” a defense industry source told The National Interest. Russia needs a long-range interceptor to replace the MiG-31 because of its large territory. Post-Soviet Russia—even shorn of many of its former territories—covers a vast landmass with bases that are often few and far between. “Russia needs a long range interceptor because of its geography, so keeping the MiG-31 as long as possible and then making a replacement for them is a good idea,” Kashin said. The road was proposed by the Arunachal Government to seek better connectivity between remote valleys separated by highly inaccessible mountains. The Director General of Military Operations of the Army had objected to the road’s proposed alignment as it was running too close to the disputed sections of the McMohan Line. The Army had asked for fresh alignment as the area has very little population and sustaining the safety and civilian traffic would end up being the responsibility of the armed forces. Also, the road could be used by insurgents to slip-in and out of the country. There is no boundary marked on the ground, perception on the exact alignment of the McMohan Line vary by a few miles on either side in India and China. Defense Minister Manohar Parrikar recently informed the Rajya Sabha in a written reply: “Based on operational requirement of the Army, proposal for construction of Tawang to Vijaynagar highway has been endorsed with a few changes in its alignment.” The road is planned between Mago-Thingbu in Tawang to Vijaynagar in Changlang district of Arunachal. The proposed highway will pass through Tawang, East Kameng, Upper Subansiri, West Siang, Upper Siang, Dibang Valley, Desali, Chaglagam, Kibithoo, Dong, Hawai and Vijaynagar on the Arunachal Pradesh border. The government has already relaxed environmental clearances for border area projects. China disputes India’s control over the Northeastern state. The two countries have an undemarcated 3,488 km Line of Actual Control (LAC), the McMohan line (named after British Foreign Secretary Sir Henry McMohan) is part of the LAC. In the past, China had objected to constructing infrastructure in the border areas. A concept paper with provision for consultancy services to cost Rs63 crore has already been submitted to the Ministry of Road Transport and Highway. Kvadrat is designated for air defense of the manpower and objects against enemy aircraft flying at low and middle heights both at subsonic and supersonic speeds. The army in a document says that missile should be capable of engaging target in range of 24/25 kms with a single shot k!ll probability of at least 80 percent. The army wants the missile to have minimum 96 percent with delivery from 2018. It is evident from the current purchase order that the army would have to continue with Kvadrat. The army finds Akash air defense system a bit slower and ineffective while on the move. It is considered that the reaction time of Akash is longer and has radar coverage of less than 360 degrees. The United States Navy has awarded Raytheon a $327 million contract modification to start initial low rate production of the AN/SPY-6(V) Air and Missile Defense Radar Program (AMDR). The money covers the first three sets of radars, which are slated for installation onboard the Flight III version of the long-serving Arleigh Burke–class (DDG-51) destroyers. “Progressing to production is the result of a lot of hard work and dedication from our AMDR team of experts across Raytheon, the Navy, and our world-class suppliers. In just over three years of the Engineering, Manufacturing and Development phase, we’ve gone from a technology demonstrator to a technically mature, highly advanced, functioning radar,” Tad Dickenson, Raytheon's Air and Missile Defense Radar program director, said. “Production begins today - which brings us one day closer to delivering this needed, and unprecedented, integrated air and missile defense capability to the Navy.” Thanks to gallium-nitride-based technology, the new radar is many times more capable than the current AN/SPY-1 that is installed on the current generation of Arleigh Burke–class destroyers and Ticonderoga-class missile cruisers. Indeed, compared to the SPY-1D(V) on the current DDG-51 ships, the SPY-6(V) can spot a target of half the size at twice the distance of the existing radar. The system is “over 30 times more sensitive than AN/SPY-1D(V) in the Flight III configuration,” according to Raytheon. The system is completely digital and software programmable—based on commercial computer hardware—which means that the SPY-6(V) can easily be adapted for the future. The SPY-6 (V) is capable of “adaptive digital beamforming and radar signal/data processing functionality provides exceptional capability in adverse conditions, such as high-clutter and jamming environments,” according to Raytheon. “It is also reprogrammable to adapt to new missions or emerging threats.” One of the key advancements of the SPY-6(V) over the previous SPY-1 system is that it uses commercial processors rather then proprietary hardware. “AMDR has a fully programmable, back-end radar controller built out of commercial off-the-shelf (COTS) x86 processors,” Raytheon states. “This programmability allows the system to adapt to emerging threats. The commercial nature of the x86 processors simplifies obsolescence replacement.” The SPY-6(V) was designed from the outset to be scalable for installation on different ships. The active electronically scanned array set is built out of Radar Modular Assemblies—which are self-contained 2’x2’x2’ radar modules. These individual radar RMAs are combined together to form a complete radar array, thus the system is scalable. The fourteen-foot version being built for the Flight III Burkes have thirty-seven RMAs, but Raytheon could easily build a radar with a much larger array for a future cruiser, for example. “Individual radar RMAs can stack together to form any size array to fit the mission requirements of any ship, making AMDR the Navy’s first truly scalable radar,” Raytheon states. ISRO’s trusted Polar Satellite Launch Vehicle platform will launch 100 foreign and three Indian satellites in a single launch this February. The launch will set the space agency apart from its competitors and strengthen ISRO’s image as a reliable satellite launch service The Indian space agency will comfortably break the record previously held by the Russian Dnepr rocket–a transformed inter-continental ballistic missile–which launched 37 satellites into orbit in 2014. ISRO’s commercial appeal has grown by leaps and bounds over the past five years. In that time, ISRO has sent an orbiter to Mars and prepared the second Chandrayaan-2 space probe due for launch next year. The technological advancement shown by ISRO can be seen in the context of its past techno-commercial feats as well. Last year, ISRO launched satellites in two separate orbits in a single launch which was also another big achievement and one that very few competitors are capable of doing. The success of the launch will also raise the number of operational satellites in space by nearly 10 per cent. At present, there are about 1,100 operational satellites orbiting earth. The PSLV-37 launch vehicle will carry the satellites to space next month. Till date, PSLV platforms have put 122 satellites in orbit out of which 43 are Indian satellites and the remaining 79 satellites were foreign cargo. The Satellite Industry Association observed in a report in 2015 that the satellite manufacturing and services sector from 2014-15 grew by $16.6 billion to reach $127.4 billion. With few players in the market, each player, like ISRO’s commercial arm Antrix, aim to get as big a share of the pie as possible. From 2011 to August 2016 Antrix made a profit of ₹896 crore. At present PSLV launches are 5-6 a year. The space agency plans to up the annual launch count up to around 18 and that will substantially up its revenue. Launches like the one scheduled in February are showpiece events for space scientists and the Indian space Industry.
