I don't think they're referring to the "real functional programming". They're most likely to be referring to a subset of functional programming concepts which helps you keep your code more maintainable.

I am from Iran and I do not accept who is doing web designing or web backend development as programmer. There are many developers in Iran that using pre coded functions!

you are very misinformed on web development. your belief that backend web developers do not know how to program or understand algorithms is both bizarre and comically incorrect. source: am "backend web developer", went to one of the best computer science schools in the world, gave lectures and TAed and ran labs about algorithms, am a mathematician who cares more about both algorithms and programming languages than "software engineering"

I don't think this is necessarily true. Neither do I believe that all iranian devs are incompetent to write their own proper code, nor do I think web development and backend development are easy. I tried almost every type of programming from web, backend, graphics (i.e. game development) to pure data and I can say that all of them do have their challenges and caveats. Also is there a lot more to writing frontend and backend code than just aligning some HTML with proper contents. Real projects deal with other issues like real-time notifications, machine learning, scalability, and more. Writing static sites or CRUD applications is not the hard part.

Who is going be a web developer never does not understand algorithms well so easier way is being web developer. Inside of Iran is same never they do not never code. Even their templates are copied from other sites, If you search the you can see that.

So basically you mean you don't accept iranian web devs as programmers... not everyone around the world gets their code from stack overflow.
